What is the difference between closing a conversation and closing an Issue?
Closing the conversation will end communication with the Reporter.
In other words, the User can no longer send or receive messages and neither can the Reporter (How do I close the conversation with the Reporter?).
Closing the Issue will mark the Issue as resolved (How do I close an Issue and what are the resolution options). You must close the conversation first to be able to close an Issue.
When a conversation and or Issue is closed, the User may still be able to manage the following, given that they have the appropriate access rights:

Summary and description

Add comments and upload documents

Manage assignee, tasks and User access

Custom and form fields
